THE SECOND STORY IS AN OLDER ONE ABOUT HOW, AT THE HEIGHT OF THE COLD WAR, PRESIDENT REAGAN AUTHORIZED THE "ATTACK" OF THE RUSSIAN ECONOMY VIA A SOPHISTICATED, DUMMY ESPIONAGE RING:

IF ALL OUT ATTACK IS NOT FEASIBLE FOR A VARIETY OF FACTORS (POLITICAL FALLOUT, LACK OF SUFFICIENT TROOP FORCE, LACK OF DESIRE TO ENGAGE IN ANOTHER NATION-BUILDING EXERCISE), PERHAPS SABOTAGE IS OUR BEST OPTION....
